Noise complaints from Winter Park residents may have paid off. The skies over Winter Park will be quieter in the future, if the airport authorities adopt the recommendation made Friday by the Aviation Noise Abatement Council. The advisory board has recommended cutting in half the number of direct northerly take-offs from Orlando International Airport. &#13;
Residents from Winter Park and Lake Conway have been complaining for over a year about a noise and air pollution caused by increased air traffic over their areas. As a result of a new take-off pattern being tested by the FAA since October, 1984, aircraft taking off to the north were flying directly over Winter Park instead of turning 60 degrees to the east as they had in the past. &#13;
According to airport authorities about 20 flights have been using the direct northerly take-off daily. That’s only about 23 percent of the airport’s 175 daily flights but it is too much for many Winter Park residents.&#13;
If the Aviation Authority and FAA adopt ANAC’s recommendation, the number of direct northerly take-offs will reduce to about 10 daily.&#13;
It’s a compromise, but still not enough to satisfy Winter Park’s Mayor Hope Strong. “I would like to see all air traffic routed away from Winter Park and over unpopulated areas,” said Mayor Strong.&#13;
Strong believes that if enough efforts and resources are expanded, the authorities can find a way to route all to accommodate the people of Winter Park and other populated areas as well as provide air safety for the flights. &#13;
Part of the authority’s reasoning behind the due north take-off pattern was that it made departure safer for aircraft and the communities below.&#13;
Strong joined the hundreds of residents voicing complaints last month when he drafted a letter to the authorities and to several state officials. Strong urged a return to the original 60 degree turn-out departure, and he asked for the support of elected state representatives such as Rep. Bill McCollum. &#13;
“Bill McCollum has been very supportive of our cause,” said Mayor Strong, “as have Dr. David Varney and other members of the ANAC advisory board.”&#13;
A large crowd turned up at the ANAC meeting last month when it was thought that a recommendation concerning the departure pattern would be made. &#13;
The advisory board, influenced and concerned over the strong show of public opinion, tabled the issue for further investigation until this month’s meeting.&#13;
The meeting last Friday was more low-key, and most who attended seemed satisfied with ANAC’s recommendation, which was based on statistical evaluations and noise complaints monitored since last year.&#13;
ANAC’s recommendation retains the due north take offs but restricuts them to 9 a.m. to 6 p.m. instead of the present schedule of 7 a.m. to 8 p.m. &#13;
If adopted, the number of flights will be considerably less but officials said the number will vary largely from day to day depending on weather conditions. Cold fronts and strong wind currents will force flights normally taking off to the south to use the northerly take-off route. Airport director Jack Gilooly said the Aviation Authority and FAA will probably test the new compromise take-off plan for a year before officially adopting it.&#13;

More than 50 people from Winter Park and the Lake Conway area in south Orange County met Friday with the Aviation Noise Abatement Council to press their demand that aircraft flight patterns over their homes be changed.&#13;
On Oct. 1, 1984 the Federal Aviation Administration launched a yearlong test of a takeoff patter that routes northbound flights from Orlando International Airport over Lake Conway and heavily populated parts of Winter Park from 7 a.m. to 8 p.m. &#13;
Before the change, northbound aircraft made a sharp right turn after takeoff to fly over east Orange County before they turned north again. The FAA changed the pattern to increase safety and efficiency.&#13;
Members of the noise abatement council told residents the airport has received 1,100 complaints about the test pattern. &#13;
“We in the Lake Conway area have been bombarded with noise and people have become tired of calling,” said Marilyn Howard of the Lake Conway Residents Association. &#13;
John Leech, also of the Lake Conway area, said residents fear a plane crash in their neighborhood.&#13;
Another resident said he used a rangefinder and found some planes were flying only 300 feet over the community.&#13;
Winter Park Mayor Hope Strong, Jr. asked the council to review an Oct. 10 letter he wrote on behalf of the Winter Park City Commission. In the letter Strong said the easterly turn after takeoff reduced noise and chemical fallout and increased safety for residential areas.&#13;
Strong said it may cost a bit more to direct the planes over less populated areas but it would be preferable to “inconveniencing us who live to the north.”&#13;
Michael Varney of Winter Park, a member of the noise abatement council and a combustion engineer, said judging by the number of aircraft that have been over Winter Park for one minute during the past year he calculated that about 2 ½ million pounds of potential pollutants from the engines have fallen on the area.&#13;
Jack Gillooly, executive director of the Greater Orlando Aviation Authority, has recommended directing northbound traffic from the airport to the east of Lake Conway and Winter Park from 7 to 9 a.m. and 6 to 8 p.m. However, takeoffs would be allowed over those areas from 9 a.m. to 6 p.m.&#13;
The council, which is an advisory board to the aviation authority, plans to vote on Gillooly’s recommendation at its Nov. 8 meeting. The FAA does not have to accept local recommendations.</text>

Some Winter Park Residents unhappy over air traffic&#13;
A growing concern over noise and air pollution has some Winter Park residents unhappy about air traffic from Orlando International Airport. &#13;
October 1 will mark the end of a one-year test period in which airplanes on a northerly take-off from the airport have been re-routed to pass directly over Winter Park. In the past they made a 60 degree turn to the right upon take-off passing to the east of Winter Park.&#13;
David Konstan, chairman of the Aviation Noise Abatement Council, or ANAC, says the Aviation Authority designed the new take-off route to increase safety and reduce pollution. Although more flights may pass over Winter Park, Konstan says, they are flying at a higher altitude so that the degree of noise and air pollution is actually less. He says the new take-off pattern is also safer, reducing the chance of collisions.&#13;
But residents of Winter Park like Mrs. Martha Gault, feel the jets flying overhead area a nuisance, and pose a serious threat to the wellbeing of the community. Gault says she is frequently disturbed by the roar of jet engines over her house.&#13;
“From about 10 a.m. until 1 or 2 in the afternoon we can’t even sit on our back porch because of the noise from the airplanes,” she says. “They fly quite low, and sometimes it’s one night after another. Once we counted 12 times in an hour.”&#13;
Michael Varney, a member of ANAC, agrees that the new take-off pattern is not good for Winter Park. He brought the issue to the public’s attention last year when he alerted the city commission of the Aviation Authority’s new plan for northerly take-offs from the airport. Varney said residents should be concerned about air and noise pollution, as well as the potential for air disasters.&#13;
No decision will be made on the new take-off pattern until October. The Aviation Authority and FAA will base their decision on operational records, statistical evalutations and recommendation from ANAV. Residents wishing to voice their opinion on the issue should attend the upcoming ANAC meeting Sept. 13 at 9 a.m. at Orlando International Airport, Airside A Conference Room.
