Text Any textual data included in the document This is the first installment in a two-part series on the west side of Winter Park. Today, the city’s founders establish a black neighborhood to provide homes for laborers. Nearly a generation after the end of the Reconstruction era, in which black citizens in the South briefly exercised unprecedented political power, some blacks on the west side of Winter Park were still key players in the city’s government and business life. In the 1880s and ‘90s, black residents of Winter Park owned their homes, ran businesses and won seats on the Town Council. Many more blacks, however, were the backbone of manual labor in the new resort town for New Englanders, who relied on them to pick vegetables and citrus and work as domestic help in hotels and fashionable homes. The same neighborhood developed for blacks in the 1880s still exists within Winter Park today, long after segregation vanished from the law books. The first white settlers came to the area in the late 1850s. But activity didn’t really take off until banker and developer Loring Chase arrived in 1881 and found land suitable for growing citrus and picturesque lakes ideal for hotel sites. Chase and his partner, Oliver Chapman, bought 600 acres of pine land and named it Winter Park with the hope of luring rich Northerners to make their winter homes here. They offered large lots for lakefront homes and acreage for farming. The platted streets and set aside lakeside sites for resort hotels. In addition, 38 parcels on the town’s west side were marked “N,” for Negro, on town maps. The developers encouraged blacks to buy land and build houses. A black family could own one of the tiny 50-by-70-foot lots clustered around Hannibal Square for $20. Chase and Chapman named the square for a famous black, a general from the ancient North African city of Carthage who fought against the Romans in the 3rd B.C. Not only did blacks own their own homes in Winter Park, but they made marks in business and politics as well. When the town was incorporated in 1887, Gus Henderson, the black owner of a printing business, was editor of the town’s only newspaper, The Winter Park Advocate. The Advocate covered news in both the black and white communities, served as a forum for political debates and devoted pages of copy to promoting Winter Park. That same year, F.R. Israel and W.B. Simpson – both black – were elected as aldermen. Re-elected in 1891, they were town leaders during an era when many blacks in Southern towns had been prevented from voting because of poll taxes. A black has not served on the City Commission since that time. Soon after, for reasons that are unclear now, a group of Winter Park residents tried to establish new town limits that didn’t include part of the west-side neighborhood. Led by William Comstock, the group failed to get its way with city officials but managed to persuade the Legislature to pass the new boundaries in 1893. Much of the west side would remain an enclave outside the city until a new charter was adopted in 1925. Next week, the west side develops with the help of white’s financial support. Winter Park Planning and Zoning Board has asked near by residents to re-state their opposition or position in favor of the project, giving the reasons, by today. The board will meet in the near future, at which time every letter received will be considered, and the decision be made, chairman James Banks has said. In two major hearings on the project, it has been emphasized that the “burden of proof” in the decision lies on those who would restrain a man in the use of his property. The question before the planning and zoning board in deciding whether to grant permission for the project in an area zoned residential has been “whether the enlargement will have an adverse effect sufficient to justify a refusal,” Chairman James Banks has stated in various different ways during the hearings. The second question which must be answered by the board in its decision is that of the existence of a need for the project, but opponents of the project have not contested proofs offered by the proponents that the need exits. Major considerations entering the decision as they affect nearby property owners have been: Traffic: The question here is both traffic by the apartment owners themselves and by service trucks and personnel. On servicing the apartments, opponents claim the truck traffic will increase drastically. Those favoring the project declare that it will increase very little since for instance, a bread truck can deliver one or a hundred loaves of bread in the same stop. On traffic caused by the cars of apartment residents, opponents claim that the increase will be major, while proponents claim that the type of person who will be attracted to the retirement project will have a low percentage of car ownership and do little driving. Kitchens and cooking: The project is planned with a dining room with a seating capacity for 300, on a wing of the building next to the present Alabama structure facing the lake. Kitchens as such will not be built into the apartments; however, kitchen units will be permitted where desired, similar to kitchen units now in use in the Langford and other hotels. Proponents say these units will be used merely for coffee, light breakfasts, or evening ice cubes, and will be in demand over only a small percentage of the apartments. Estimates were 12 pct. Opponents asked “when is a kitchen not a kitchen” and insisted that there use for three meals a day was probably, entailing kitchen exhausts, food deliveries, and the like. Garbage and trash removal: Proponents showed plans for walled-in trash and garbage areas behind each building, with receptacles buried. Opponents declared the trash and garbage from such a project would create a problem. Number of persons involved: The project is designed to contain 311 rooms, including 66 in the present Alabama Hotel. Estimates by the proponents were that a were that a total of around 245 persons would own units since a number of people would take two-single-room unites and convert them into one. Opponents feel that the percentage might be higher, that two people might occupy one single room apartment in many instances: and that the staff of the building would increase the number to tremendous proportions. Other uses to which the property could be put: Winter Park’s building office was asked to estimate the number of residences that could be placed with no question on the property, and offered the figure of 45. Ed Gurney, attorney for and investor in the project, declared that the hotel itself could be allowed to remain, and 32 duplex cottages built around it, on a plan whereby the residents of the cottages at the Alabama would not require permission from anybody. Either usage, it was pointed out by proponents, would entail heavier traffic flows, more ground covered by buildings and a less desirable usage from the point of view of neighbors. Opponents did not state whether the suggested usages were more or less desirable from their points of view.
